Governor Stein Announces Boards and Commissions Appointments

(RALEIGH) Today Governor Josh Stein announced appointments to boards and commissions. 

Governor Stein has appointed the following to the North Carolina Historical Commission

  • Sarah Lee Greene of Orange County as a Professional Historian. Greene is a lawyer, an independent scholar, and a public historian who has written extensively on North Carolina’s nineteenth-century legal history. Additionally, Greene is a member of the Orange County Board of Commissioners with prior service as a Chapel Hill Town Council member.  

  • Dr. Lawrence T. Locklear of Robeson County as a Professor of History. Dr. Locklear is currently the director of Southeast American Indian Studies and adjunct associate professor in the Department of American Indian Studies, both at the University of North Carolina at Pembroke. As an enrolled citizen of the Lumbee Tribe of North Carolina, Dr. Locklear pursues research interests including Lumbee and American Indian history and culture, American Indians in higher education, and the history of UNCP.  

Governor Stein has appointed the following to the North Carolina Education and Workforce Innovation Commission

  • Tamika Walker Kelly of Wake County as a member with Experience in Education. Kelly is a 17-year North Carolina public school educator, having taught 13 years as an elementary music specialist for Cumberland County Schools. Kelly currently serves as president of the North Carolina Association of Educators (NCAE). 

Governor Stein has appointed the following to the Council on Workforce and Apprenticeships

  • Jennie A. Jackson of Pender County as an Employer from North Carolina. Jackson is currently senior vice president and market executive for coastal North Carolina at Bank of America.  

Governor Stein has appointed the following to the North Carolina Medical Board

  • Dr. Gregory S. McCarty of Henderson County as a Licensed Physician Nominated by the Review Panel. Dr. McCarty is currently the chief medical officer and vice president of medical affairs at UNC Health Pardee, in addition to continuing to serve as an attending physician.  

Governor Stein has appointed the following to the North Carolina Water Treatment Facility Operators Certification Board

  • Dr. Niroj Aryal of Guilford County as a University Faculty Member/Major Field: Water Supply. Dr. Aryal is currently an associate professor and chair in the Department of Natural Resources and Environmental Design at North Carolina Agricultural and Technical State University in Greensboro.  

  • Harold Grier of Mecklenburg County as a Representative Employed by a Private Water Utility or Private Industry and who is responsible for the operation or supervision of a water supply and treatment facility. Grier is currently working on economic development for EnergyUnited. Grier previously was the director of corporate development for Nexus Water Group DBA NC Water Service. 

Governor Stein has appointed the following to the Advanced Energy Board of Directors

  • Dr. James Russell of Watauga County as an At-large Member. Dr. Russell is Director of the Appalachian Energy Center and professor of Building Sciences at Appalachian State University.  

  • Sonia Bailey Joyner of Wake County as an At-large Member. Joyner is a housing, lending, and community development expert with more than 30 years of experience across public and private sectors. She currently serves as the director of Home Ownership Programs at the North Carolina Housing Finance Agency.  

  • Dr. Jonathan Moch of Wake County as an At-large Member. Dr. Moch is currently Governor Stein’s Senior Advisor for Climate and Energy Policy and has previously served as a science and technology advisor at the U.S. Department of State. 

Governor Stein has appointed the following to the North Carolina State Health Coordinating Council

  • Danielle Gray of Wake County as an At-large Member. Gray is Executive Vice President for corporate and external affairs for UnitedHealth Group, where she leads the company’s government affairs, communications, research, and philanthropic and social responsibility functions. Gray has also held senior legal and policy roles in the White House and Department of Justice during the Obama administration and served as vice chair of the Smart Start Board during Governor Cooper’s administration.  

Governor Stein has appointed the following to the Edenton Historical Commission

  • Stella Brothers of Chowan County as an At-large Member. Brothers is a long-time community leader who has been involved in the Fannie A. Parker Woman’s Club, Northeastern Association of Negro Women, National Association of Colored Women (federated member), Chowan County Board of Elections, Town of Edenton-Human Relations Commission, Edenton-Chowan Chambers of Commerce, and SECU Advisory Board. 

  • Cynthia Harding of Chowan County as an At-large Member. Harding has a history of service on the committee for the 250th Anniversary of the Edenton Tea Party, the board of the Cupola House Association, the Boys and Girls Club, and the Chowan Community Funds Foundation.  

  • Bonnie L. Pierce of Chowan County as an At-large Member. Pierce has a history of service in education and the Peace Corps, and she is currently involved in the Penelope Barker House, the Cotton Mill Museum, the Newbold-White House, and the Cupola House.  

  • Curtis G. Leonard of Forsyth County as an At-large Member. Leonard is a Realtor from Winston-Salem and is deeply passionate about historic preservation.  

Governor Stein has appointed the following to the North Carolina Museum of Art Board of Trustees

  • Betsy Blackwell of Orange County as 4th Congressional District Representative. Blackwell is a community leader with an extensive history supporting the arts, including the Ackland Art Museum, and Carolina Performing Arts.  

  • Michael Alford of Craven County as 3rd Congressional District Representative. Alford is the president and owner/operator of Marine Chevrolet, Trent Buick GMC, and Trent Cadillac in Jacksonville and New Bern. Throughout his automotive career, Mike has been active in both state and national automotive associations and industry boards. Most recently, he served as Chair of the Board of Directors for the National Automobile Dealers Association. In recognition of his impact on the industry and his local community, he was named Time Dealer of the Year in 2013. 

Governor Stein has appointed the following to the North Carolina Commission for Mental Health, Developmental Disabilities and Substance Abuse Services

  • Clark Troy, Jr. of Orange County as a Substance Abuse Services Consumer. Troy was born in Durham, raised in Chapel Hill, and educated at Yale at Columbia University. He has worked in academia, management consulting, and financial planning, and he has been sober for many decades.  

  • Dr. Hendrée Jones of Orange County as a Substance Abuse Services Professional. Dr. Jones is currently a psychologist, professor in the Department of Obstetrics and Gynecology at the University of North Carolina at Chapel Hill, and a senior advisor for UNC Horizons and the North Carolina Perinatal Substance Use Disorder Network.  

  • Lillian Davis of Wake County as a Mental Health Professional. Davis is the director of public policy and advocacy with NAMI NC, an organization focused on mental health advocacy, education, support, and public awareness. 

Governor Stein has appointed the following to the North Carolina State Board of Opticians

  • Dr. Robert Key of Wake County as a Licensed Dispensing Optician Nominated by the Board. Dr. Key has been a licensed optician for 43 years and currently practices in Morrisville. 

Governor Stein has appointed the following to the North Carolina Private Protective Services Board

  • Donald L. Miller of Carteret County as a Licensed Under 74C-4 Member. Miller served his community for 18 years in local law enforcement, retiring as Chief of Cape Carteret Police Department, in addition to 20 years of service in the U.S. Marine Corps. Miller is currently licensed as a private investigator and security guard.  

  • Deirdre Y. Hatcher of Union County as a Non-Licensee of Board Member. Hatcher has a strong background in investigations, regulatory compliance, and public service.  

Governor Stein has appointed the following to the North Carolina Capital Facilities Finance Agency Board of Directors

  • Betty L. Parker of Wake County as a Public Member. Parker is an accomplished public-sector executive and attorney with more than 30 years of experience in real estate, law, operations management, and strategic public planning. She recently retired as senior director of Real Estate Services for the Wake County Public School System, where for two decades she led complex land acquisition, property management, intergovernmental negotiation, and long-range facility planning initiatives.  

Governor Stein has appointed the following to the North Carolina State Bar Review Committee:  

  • David F. Branch of Robeson County as an At-large member. Branch is a Lumberton native and has practiced law in his hometown since 1981. He is a Partner within the law firm Musselwhite, Branch, Grantham, and Owen.  

Governor Stein has appointed the following to the North Carolina Psychology Board

  • Rejeana Genique Freeman of Cumberland County as a Public Member. Freeman brings extensive experience with a career in human services, mental health, advocacy, and more than 20 years as a business owner. She has provided training, consulting, coaching, and education to top executives internationally.  

Governor Stein has appointed the following to the North Carolina Board of Science, Technology and Innovation

  • Xinwei "Vivi" Lu of Wake County as a Representative of Private Industry. Lu is an entrepreneur and investor with a proven record of establishing and managing successful enterprises across diverse sectors. She is dedicated to fostering innovation, supporting economic growth, and creating sustainable long-term value for businesses and communities.
