North Carolina budget signed into law
Gov. Josh Stein signed Senate Bill 257, the 2026 Appropriations Act, on July 7. The bill became Session Law 2026-41, according to the North Carolina General Assembly. Stein also signed House Bill 56, the 2026 Budget Technical Corrections bill, which became Session Law 2026-42.

Election law bill remains in Senate Rules
House Bill 958, “Election Law Changes,” remains in the Senate Rules and Operations Committee after passing first reading in the Senate on July 1. The bill would make statewide changes to election administration, voter registration, ballot challenges, audits and campaign finance reporting.

DEQ taking comments on water treatment oversight rule
The Department of Environmental Quality is accepting public comments through Aug. 31 on proposed changes to rules governing oversight of facilities providing supplemental water treatment. A public hearing is scheduled for Aug. 6 in Raleigh.

Environmental Management Commission meeting underway July 8-9
The North Carolina Environmental Management Commission is scheduled to meet July 8-9 in Raleigh. Members of the public may attend in person or join by computer or phone, according to DEQ.

Legislative calendar lists July 10 drivers license restoration committee meeting
The North Carolina General Assembly calendar lists a July 10 meeting of the General Statutes Commission’s Committee on the Suspension and Restoration of Drivers Licenses. The calendar also lists a July 16 Governmental Operations Subcommittee on Prisons meeting and House and Senate sessions scheduled for July 27.

State Board campaign finance rule comment period remains open
The State Board of Elections opened public comment periods June 30 on proposed campaign finance rules and amendments. The comment periods run through Aug. 31, with an in-person public hearing scheduled for Aug. 3.

Absentee ballot rule hearing scheduled for July 16
The State Board of Elections rescheduled an in-person public hearing on proposed absentee voting rules for 9 a.m. July 16 at the State Board offices in Raleigh. The comment period for the absentee voting rules was extended through July 16.
