Proposal to Defund Planned Parenthood Clears NC Senate
HB 192 prevents state funds from going to abortion providers
Includes provisions to demystify the price of healthcare
Raleigh, N.C. – Today, the N.C. Senate passed House Bill 192, "Defund Planned Parenthood and Cost Transparency," to increase transparency for patients receiving medical care and stop any state funding going to Planned Parenthood.
All Senate Democrats voted against the bill.
House Bill 192 follows in the footsteps of President Trump's Executive Order 14182 issued on Jan. 24, 2025, enforcing the Hyde Amendment, which dismissed the notion previously established by former President Biden that federal funding should be provided to promote or fund elective abortions.
"It is our duty to ensure that your hard-earned tax dollars are spent thoughtfully and do not support partisan actors like Planned Parenthood," Senate Leader Phil Berger (R-Rockingham) said. "For years, we've chipped away at unnecessary funding Planned Parenthood received from the state, but thanks to President Trump, we now can cut them off completely."
Additionally, HB 192 will provide patients with an avenue to request a "good-faith estimate" of any expected charges they will be obligated to pay for healthcare services. The estimate must be provided to the patient in writing no less than three business days prior to the date scheduled for service.
This will apply to all "shoppable services," which are defined as non-urgent services that can be scheduled in advance. Additionally, it requires that if a patient requests a good-faith estimate, their bill shall never exceed 5% of that estimate.
Sen. Amy Galey (R-Alamance) said, "North Carolinians deserve to know how much their healthcare will cost. No one should be saddled with a bill from their provider with no idea how much their visit would truly cost. This is commonsense legislation to help keep patients equipped with the bare minimum information to help them create informed decisions about their care."
The bill now goes to the House for consideration.
