State Board warns about voter registration mailings
The State Board of Elections said July 1 that it had received complaints from county boards of elections and citizens about a mailing from Ready to Register Inc. The board said the mailings used an outdated voter registration application listing parties that are no longer recognized in North Carolina. The board also cited reports of mailings to deceased individuals, outdated voter information, an incorrect New Hanover County return address and QR-code privacy concerns.

Campaign finance rule comment periods open
The State Board of Elections opened public comment periods on four sets of proposed campaign finance rules and amendments. The comment periods began July 1 and run through Aug. 31. The board scheduled an in-person public hearing for Aug. 3 in Raleigh. The proposed rules involve building funds, campaign finance complaints and investigations, certification thresholds and waiver rules.

Absentee ballot rules hearing rescheduled
The State Board of Elections rescheduled an in-person public hearing on proposed absentee voting rules for 9 a.m. July 16 in Raleigh. The board said the rules address how county boards should proceed when staff identify a deficiency with a returned absentee ballot. The comment period for the absentee voting rules was extended through July 16.

Budget technical corrections bill sent to governor
House Bill 56, the 2026 Budget Technical Corrections bill, was ratified and presented to Gov. Josh Stein on July 2. The bill contains appropriations and local appropriations and affects areas including budgeting, education, higher education, local government, public records, state employees, telecommunications and UNC.

Crypto kiosk bill sent to governor
House Bill 920, the Virtual Currency Kiosk Consumer Protection Act, was ratified July 2 and presented to Gov. Josh Stein on July 6. The bill would create statewide rules for virtual currency kiosks and includes consumer protection, banking and financial regulation provisions.
