North Carolina state government has several statewide policy and administrative items active this week, including legislative committee action, election rulemaking, tax administration updates and a new executive order on health care affordability.
Legislature convenes Wednesday
The North Carolina Senate was scheduled to convene at 9:30 a.m. Wednesday, July 1, and the House was scheduled to convene at 10:30 a.m., according to the General Assembly legislative calendar. The calendar also listed a House Federal Relations and American Indian Affairs Committee meeting at 8:30 a.m. and a Senate Rules and Operations Committee meeting at 9:30 a.m. Source: NC General Assembly Legislative Calendar.
Senate Rules calendar includes constitutional amendment on Council of State vacancies
House Bill 443, “Const. Amendment: Council of State Vacancies,” was listed on Wednesday’s Senate Rules and Operations Committee calendar. The bill would ask voters whether to amend the North Carolina Constitution’s process for filling vacancies in several statewide Council of State offices. House committee takes up Tuscarora recognition bill
House Bill 600, “Recognition of the Tuscarora,” was listed on the House Federal Relations and American Indian Affairs Committee calendar for Wednesday morning. The calendar listed a proposed committee substitute to be considered. Source: NC General Assembly Legislative Calendar.
State Board opens campaign finance rule comments
The State Board of Elections opened public comment periods July 1 on four sets of proposed campaign finance rules and amendments. The comment periods run through Aug. 31, with an in-person public hearing scheduled for Aug. 3 in Raleigh. Source: N.C. State Board of Elections.
NCDOR changes service center walk-in hours
The N.C. Department of Revenue posted that, beginning July 1, walk-in hours at all service centers are 8 a.m. to 4 p.m. The department also posted notice that Mecklenburg County will levy an additional 1% local sales and use tax effective July 1. Source: N.C. Department of Revenue.
Governor establishes health care affordability commission
Gov. Josh Stein signed Executive Order No. 39 establishing the Health Care Affordability Commission. The commission is co-chaired by State Treasurer Brad Briner and NCDHHS Secretary Dev Sangvai and will examine health care costs, transparency, competition, workforce shortages, primary care access and rural affordability.
